This interview between John D. Costello and Robert E. Hennings was tape-recorded in Mr. Costello's office in San Francisco on October 15, 1960. Mr. Hennings was engaged at the time in writing a doctoral dissertation on the political significance of Senator James D. Phelan, whose Washington Clerk from 1917 to 1921 was John D. Costello.
